Can anyone provide the community with an explanation for this document?

Below you will find a link and a screenshot, for a report created by Price Waterhouse Cooper for Colchester Borough Council (CBC) for the purpose of providing CBC with commercial and financial advisory services in relation to the North Essex Garden Communities.

As you will see, it is heavily redacted. How is this legal?

 The initial reaction from most people who have seen this document is to ask, "what are they trying to hide?"

However, there is another question that is also puzzling.

As said, the report was created in relation to North Essex Garden Communities Ltd. (NEGC).

NEGC is a holding company owned in equal parts by;

  • Colchester Borough Council
  • Braintree District Council
  • Tendring District Council
  • Essex County Council

Can someone please explain how a limited company owned by four democratically elected councils has the legal right the censor this document. A document that was created using taxpayer money, no less.

Are the Councils democratically elected, or are they privately owned? And if so, by whom?
